Can 申明 and 声明 interchangeable use?

I would to understand more 申明 and 声明 these 2 words whether can interchangeable use?

They are quite similar. And yes, in certain cases they are interchangeable. Let’s take a look at their meanings.

申明 [shēnmíng] to state seriously
e.g. (verb) 请申明理由。Please state your reason.

声明 [shēngmíng] to state in public
e.g. (verb) 他不想公开声明。He doesn’t want to declare that in public.
e.g. (noun) 他不想发表声明。He doesn’t want to make a declaration.
